If you wish to learn Dutch, you can go to your municipality and ask for a course. Then you'll be added to a group at a language institute.
But maybe you'd like to choose yourself to which school you'l like to go. In that case you can ask for a PIB. That means Persoonsgebonden InburgeringsBudget. It's a budget with which you can choose a language school by yourself.
In Wageningen you have to go to the Department of Social Affairs (Sociale Zaken) of the municipality. That's on the Olympiaplein (behind Albert Heijn). You should ask for Mr. B. Hesterman. At this moment the municipality of Wageningen is busy making it possible for you to receive a PIB soon. In Ede the system already works.
